The reason why Meowth, a cat Pokémon, is on Team Rocket is because he’s the exact opposite of Pikachu, a mouse Pokémon. It’s a literal cat-and-mouse chase throughout the series. Oh, and their Pokédex Numbers are reversed of each other’s: Pikachu (#25) and Meowth (#52).
